typically it's because letsencrypt is having a problem issuing a certificate for your domain
for instance, too many requests to letsencrypt, or dns is not actually pointing to the IP

also, based on your logs, it appears you're getting a timeout contacting letsencrypt. Is it possible you have some firewall rules or DNS setup on this machine that might be preventing reaching out to letsencrypt?
