I have some odd situations where in some local ISP networks (and using alongside Mullvad or proton VPNs), where netmaker is accessible, but no other nodes are. I have no idea how to troubleshoot or fix this

When I am on particular network providers, the netclient on Ubuntu (now using 22.04) can ping netmaker, connect to netmaker, but cant connect to other nodes
I just switched to one of those network providers

I don't know 100% but you could try a traceroute on the non working nodes to see what they think is happening?

you just specify a node (could be server) as a relay, and specify which node it relays (your ubuntu)
it's not p2p but is sometimes necessary for more restrictive environments

Can I choose the netmaker server as a relay? And will this affect being able to reach external networks on other nodes?

yes, netmaker server can be a relay, and this wont affect reaching any other nodes
